This occurs when water demand exceeds the available supply or when water quality does not meet the necessary standards to satisfy human, agricultural, industrial, and ecological needs. Throughout history, various indices have been developed to measure this phenomenon, considering factors such as scarcity and access to water. However, how a region and its community experience water stress largely depends on their ability to adapt and recover from adverse events such as droughts, pollution, or overexploitation—in other words, it depends on their water resilience.

Key Factors of Water Resilience

Water resilience is built upon multiple factors, including:

Water infrastructure: The presence of reservoirs, rainwater harvesting systems, desalination plants, and efficient distribution networks.

Management and governance: Conservation policies, sustainable planning, and water use regulations.

Technology and innovation: Implementation of advanced irrigation systems, water resource monitoring, and water recycling technologies.

Awareness and education: The public's level of knowledge about the importance of efficient water use and sustainable practices.

Diversification of water sources: Dependence on multiple water supply sources (surface water, groundwater, desalinated water).

Economic capacity: Availability of financial resources to implement technological solutions and infrastructure.

The Same Water Stress, Two Different Realities

The same level of water stress can lead to completely different realities depending on a region’s resilience level. Let's compare Israel and Mexico City as opposite cases.

Israel is a country with a high level of water stress (3-4 Water Risk Index), yet it has developed exceptional water resilience through technological innovation and strategic planning. It has transformed seawater into drinking water on a large scale; today, more than half of the country’s drinking water comes from desalination plants, making Israel a global leader in desalination technology. Additionally, its strong investment in science and technology (5.56% of its GDP) has driven the development of innovative solutions to combat climate change and water scarcity. This is how Israel became the birthplace of one of the most revolutionary agricultural irrigation technologies: drip irrigation.

In contrast, Mexico City also faces a high water crisis (3-4 Water Risk Index), but with limited resilience. Its rapid population growth, lack of urban planning, and dry climate have put its water supply to the test. The Mexican capital heavily depends on the Cutzamala System, one of the largest water supply networks in the world, which currently operates at only 30% of its normal capacity.
A significant difference between Israel and Mexico lies in their investment in science and technology. While Israel allocates 5.56% of its GDP, Mexico invests only 0.28% of its GDP (data from 2021, World Bank), limiting its ability to develop technological solutions for water management.

Unlike Israel, Mexico City faces structural and financial obstacles that restrict its capacity to invest in infrastructure and technology, making it more vulnerable to droughts and water crises.

             Source: World Bank

Water Resilience: The Key to Sustainability

The comparison between Israel and Mexico City illustrates that water resilience is a critical factor in ensuring the sustainability of water resources and water security for the population.
